I'm inclined to think that the whole Sin tradition thing started out as something like 'oh hey we have this blood that could unseal the Shimon Rings, we better keep it close and take good care of it since that could be dangerous lol' and somewhere along the line the glorious Vongola tradition of forgetting to pass on the useful information kicked in.
