1. First of all, it is nice to know that Amano does occasionally read her fangirls' minds and oblige. :P
- Hibari is in trouble. Something intercepts the attack, saving Hibari. It appears to be Gokudera (plus rest of gang). He says they're even now.
This makes me so stupidly happy. Not only is he alive (though in bad shape), but Gokudera is INTERCEPTING ATTACKS (I love it when he does something to protect one of the other guardians; it's so right-hand-man-ly) and SMUGLY PROCLAIMING THAT HIS DEBTS ARE REPAID. Haha, just awesome. <3
2. Now on to the wtf-ery.
- Irie is shocked by Tsuna's words about 2 things. One, the Vongola are coming for the round machine in his lab. Two, the Vongola is accusing HIM of the time travel (i.e., Irie is not the one responsible for sending them to the future).
What. WHAAAAAAAAT.
Assuming that's not a mistranslation... WHAAAAT. Irie isn't responsible for the time-travel? Despite CLEARLY knowing about it before he should have? God, I'm so confused right now. If he's not the cause, then who is? There's no way Byakuran did it on his own (because... just because). The Cervello, maybe...? At any rate, there goes my whole grand theory down the drain. D:
ARE YOU REALLY SURE IT WASN'T YOU, SHOU? MAYBE YOU HIT YOUR HEAD AND FORGOT OR SOMETHING?
3. Wtf-ery, part 2!
- Kusakabe thinks, "Prancing horse? Does he mean Dino from the past?"
- Hibari continues, "He was going on and on about how the rings flames would become really important in the battles to come."
...so now Dino's involved in this mess too, huh? XD
I guess this doesn't necessarily implicate him in the whole time-travel plot (though it is a little suspicious, especially coming right on the heels of "SHOU DIDN'T DO IT?!1"), though. Much ado has been made about the Vongola rings for a long time now; while it is a surprise that Dino knew that they could channel flames, maybe he... uh... well...?
Okay, scratch that. Something is definitely fishy there, and damn it I want to know what. (No wonder we haven't seen his future self yet, then. DINO WHY ARE YOU SUDDENLY INVOLVED IN STRANGE PLOT THINGS.)
4. Anyway, wtf-ery aside, Hibari is freaking adorable in this chapter.
- Genkishi asks Hibari is he knows about the fighting methods of this era. Hibari looks confused. Genkishi asks if Hibari has seen a Box before (shows him). Hibari thinks it's a music box.
lol.
- Hibari also notices Kusakabe. He says, "Have I ever told you it's OK to gather a crowd? You're fired from the discipline committee."

Honestly, it's taken me forever to really warm up to Hibari as a character (not that I ever hated him or anything; he just wasn't as interesting as some of the others), but I'm really starting to love him now. There's just something about that combination of AWESOMUUU POWAAAAH plus HILARIOUS CLUELESSNESS that's just total win.
5. - Hibari lights up his vongola ring. He tells the rest, "I'd have been fine even if you people didn't come along."
Pfft, whatever. :P At any rate, GENKISHI, IT WAS GOOD TIMES WHILE IT LASTED. Actually, though, I hope he gets a little Gamma-esque flashback of his own when he's defeated, because I still do want to know what really happened with Uni and the Giglionero, and whether or not he really did betray them.

The thing with Irie... when you think on it, does sort of make sense. In a way! I didn't know, at the beginning, why everyone was assuming it was him. Eventually, I guessed that people must know better than I and that it must be the way Amano intended it. Still.
For some reason, I didn't assume it was him at first. That's what I mean. Or maybe I didn't assume that the circular machine was used for time travel? I don't know. I'm confusing to myself. ^^;;

Ahahaha yes. I meanwhile will just pretend like I totally didn't skip three chapters in a row to suddenly comment out of the blue now that he's back. XD And I'm definitely relived he's all right; that very last shootout with Gamma was kind of worrying for a bit.
IRIE. I WAS SO SURE IT WAS HIM, but then again I was looking for signs and clues everywhere, and when you do that you almost always start to interpret stuff to fit your own theory! So in retrospect, while I am still SHOCKED to learn that it wasn't him, I am not at all shocked to learn that I was wrong. :P

The idea of the Vongola having planned this themselves does seem to be making more and more sense these days, especially considering the Hibari thing. You make a good point about motive, too; it could be that they thought the rings were their only hope for defeating Byakuran. The only problem I can see there is that in that case, it would have been much easier--and safer--for them to have just told the younger Vongola to stop the young Shouichi in their own time before he became powerful (especially considering that TYL!Gokudera did tell Tsuna just that). But maybe doing that wouldn't have actually changed the current timeline at all. ...And that's where we start getting into alternate universes and other headache-inducing time travel paradoxes, so I'll shut up for now. XD
As for Dino, that was my first thought, but it was mainly the fact that he apparently knew they "would become really important in the battles to come" that made me wonder. It just seems like there's more going on there. Or maybe I'm just getting excited and overthinking things. :P

2. Actually, I don't think ANYONE in the Millefiore had a clue about the Vongola switching places with their younger selves. That always struck me as odd... but thinking about it, I came up with my own theory that it's the Vongola themselves that are responsible for it. Especially with all the newer stuff with Hibari expecting the switch... Not to mention it might explain Gokudera being where he was (why would he be next to Tsuna's open coffin? and his surprise could be explained as a mild shock that it WORKED, and seeing his Tenth alive again...), Yamamoto not registering surprise at all but immediately putting back up the clueless act, the Varia knowing enough to send the transmission about the Rings even when the Rings in their time had been DESTROYED, etc etc. I think this was all a huge, kickass Vongola plot...
Especially when you realize that, even more than their past selves maybe having more of a chance in the future, to change the past and actually fight with the Vongola Rings... but now in the past, the TYL!Guardians have a chance to change the past too, and may be having to protect something there. After all, the Millefiore are working on something to do with time travel, and presumably it's NOT just for exterminating the Vongola (they're doing that already in the future) or gathering the Rings (while Shouichi did make sure to tell everyone to gather the Rings from the Guardians, he seems dismissive of it beyond that, on the whole... more as a necessary step than an actual end of anything).
SORRY FOR TL;DR I'VE JUST BEEN CONSIDERING THIS FOR A WHILE. (: I really should make a post on it or something.

2. The only thing, though, is that Byakuran and Shouichi very clearly DID know about the Vongola kids and the time travel thing long before they should have. And there was talk about Shouichi having a "secret mission" from Byakuran and him knowing about the ten-year bazooka technology, and all this other weirdness. That's why I was so shocked to see him claim that it wasn't him, because if it wasn't, then how did he and Byakuran even know about it? But if you're right, and in reality it was the Vongola who set everything up (which is seeming increasingly likely, especially considering all the points you made), then it means that either the Millefiore's intelligence network is MUCH, much better than anyone ever knew, or someone on the Vongola side actually passed them the information, which is a little scary to think about. D:

The new development that Irie not the one responsible for the switch brings forth the confusion (mainly, because why the hell, he even knows ABOUT it in the first place). Granted, Millefiore needs Vongola Rings to completed 7^3 while the Vongolas need the RINGS to counterattack Millefiore, so both part really have chance of 50:50 of being the culprit (perhaps even wager for the other side to done it)
If the culprit is from Vongola, I'd suspect it's a work of alliances - probably by votes to decide bring back the Rings to this era, and since they probably contacts to Bovino, the question on how it's possible might be easy (up to this point, it's probably make sense of Byakuran and/or Shou placed a spy inside, or just brainwash one of the participant - getting the picture, but not mucha details)
It's surprise the most that Dino able to foresee that the flames will be really important In.Upcoming.Battle. Is this a hint? we know that Millefiore had started to built HQ since 10 years ago, and Genkishi saying that the rings only known by selected few by then (well, aside for being a head of a really big family, Dino also known to wasted his free time by going to parties, so yeah, he might caught a lot of gossip). But there's a lot of difference between "hey, this might become a new trend" and "It's important, listen to me" (and pestering one Hibari Kyouya about it)
On the crack-ish side, whenever we think we cannot probably love Hibari more, Amano decides to throw new cracks and dork revelatioooons (firing Kusakabe because he's caught with a crowd? OH HIBARIN HOW CROWDPHOBIC CAN YOU BEEEEE?♥♥♥♥)

I know! If it wasn't him then how in the hell did he and Byakuran know about the whole scheme? Gives me a headache trying to figure it out--though for some reason, more and more I'm wondering just what the Cervello's role in all this is. Because they've been hanging out with Shouichi for a long time now and we still have no idea why. It's pretty damn suspicious, especially considering their equally strange role back in the Varia arc. They're up to something, damn it. XD
But I agree that the Vongola are a likely culprit as well; they've got both the means and a possible motive. I guess my only real problem with that theory is why they would have needed the kids. The present-day Vongola's lack of experience has been an issue again and again; you'd think that if they were that desperate to counterattack the Millefiore, they could have figured out a way of bringing the rings back for the future Vongola to fight with instead. Hmm, but then again, without Future!Tsuna there to use the Sky Ring, I guess they would have needed Tsuna at the very least either way, so who knows?

That really does make me wonder. I mean, I guess it could be played off as coincidence that he told that to Hibari, but it's a manga. How likely is that, really?
